also, italians definitely eat some spicy with penne arabiata, pepperoncino oil, bomba sauce, nduja sausage and probably a couple other spicy elements. italians definitely use chili peppers in their cooking

Brazilian food isn't spicy at all
If you want to eat spicy you have to buy spicy sauce and add it to your food. You can't find any traditionally made spicy dishes anywhere, except maybe Bahia (not the whole Northeast like the map shows)

Spices if strong enough and applied to fresh food can prevent proliferation of microorganisms.
Of course cooking and using salt is preferable because you basically make the food unhabitable for microorganisms.
