Why is this a thing in most western countries? if not all of them. It seems so backwards.

Actually killing someone is worse than just trying to. The law is always a question of consequence.

The takeaway here is to injure someone to the point of bankruptcy without killing them.

In both cases, the gravity of the intention is the same. One shouldn't get a mere punch in the face instead of a lynching because "phew, at least he survived!"
