That's usually included as a service to the tenants of the building, yes. It's in case you don't want to buy your own, or one isn't included in the rent (they commonly are nowadays), or if your private machine breaks. Of course the facility services are fully equipped with driers and other laundry-related equipment. Most people want a drier, because there's no reason not to have one. Saves a lot of time and space.

Sharing dishwashers? You must be russian if you think that's realistic in any way shape or form.
