Well no, first of all in naruto asian phenotypes are still there.

Secondly its about phenotypical variety, blue hair pink hair etc also exist. Europeans just happen to have irl phenotypical variety so they are included as they are, saying that making an all african cast would add to phenotypical variety is absurd.

Third it would be like making a medieval cartoon and adding some japanese samurai in there for variety. I dont know anyone who would have a problem with such a thing if historical accuracy is not the goal of the cartoon.

Fourth there was westaboo sentiment in japan but only for a romaniticized version of european, with a anime like heidi or ie naki ko etc etc. Unfortunately anglo scum have started ruining this sentiment by being anglo scum.

Fifth europeans also have weeaboo sentiment of a romanticized version of japanese and its obvious that japanese fit into that version much more than lots of europeans such as anglo scum.

Medieval Arab writers referred to Middle Easterners as "the white race", as did the Chinese for themselves. In both cases they referred to Europeans by the colour of their hair instead, with the Arabs calling them "yellow" (because blonde) and the Chinese referring to Europeans as "red".
