Naruto isn’t Asian or white.
Unless an anime is set in a specific real-world country, it feels like anime characters don’t have a defined race or nationality.
By the way, the live-action versions of Attack on Titan and Fullmetal Alchemist were both played entirely by Japanese actors.
It’s probably allowed because they aren’t set in a specific country.

There are a bunch of anime characters with natural blue, silver, green, magenta, pink, red, purple, white (from birth) hair, nobody IRL, Asian or European, has that kind of hair.
