That's wrong, most jobs require some native language proficiency. In Germany it's nearly impossible to work for both blue and white collar workers without proficient German (B2, at the very least). Software developers are one of the few professions who can work only in English here. The rule of thumb is that the higher is your position, the less you need to know the native language. Nurses, welders, cashiers, most factory workers can't work without good German
