The main reason is because our waste disposal is abyssmal, retards in charge just dump mounds of trash near rivers and empty lots. Mostly near poorer areas but sometimes even stupid rich areas have piles of trash gathering around. The mentality is that since the end result is more litter everywhere why bother?
