Why would we care about the low? The US is for people aiming high. If we hit low we can just go back home, we already have all the european-style socialist stuff here with massive gibs and free public services. So the prospect of being an underclass in Europe because the low there has some support isn't as attractive to us as it is for people from completely broken countries.

Europe is not that attractive to people from upper middle income countries that already have a welfare state. Brazilians, Argentineans and Mexicans aren't fleeing poverty or unemployment when immigrating but instead are seeking personal prosperity. The US can better provide this prosperity.
