It's because they're two different things. For race you have White, Black, Asian, Native American, or Pacific Islander as your options. For ethnicity it's a yes/no to being Hispanic. Obviously latinxs select that they're hispanic ethnicity but for race most of them will pick white because that's what fits best.
Last year they changed this though; the ethnicity question is going away and hispanic/latino is being added as a race option (along with MENA), changes have an implementation deadline of 2029.

Please, take a look at Bolivians, Peruvians, Ecuadorians, Colombians, Venezuelans. I see them on a daily basis. Even Chileans have a distinct native American look to them. Outside of some middle and upper class Argentinians, the rest of the population is clearly mixed with native Americans.
