According to some lists online, it's São João do Meriti in Rio de Janeiro, nicknamed "the ant hive of the americas"
It has the third highest population density by area in Brazil, houses a big chunk of metro rio's slum population, most of Meriti is in fact slums, there's not a single appealing feature or landmark. It's also one of the few cities in the country with 0 listed parks or green spaces.
