Art. 15 of the Italian Consitution:
"The freedom and confidentiality of correspondence and of every other form of communication shall be inviolable.
Restrictions thereto may be imposed only by a measure for which reasons must be stated issued by a judicial authority in accordance with guarantees set forth by law."
the authorities are supposed to enforce extra monitoring only if it is necessary in order to conduct an investigation over criminal activity (e.g. telephone tapping)
it's not acceptable to control systematically the correspondence (and therefore any online activity) of the people preemptively if there is no investigation over criminal charges
this was in fact written in the Italian Constitution because the fascist regime used to sistematically spy the mail of the Italian people and that was clearly an abuse
