It's simple because there is no such thing as a Latino ethnicity.
That's an invention of the US.
In the end, for the US, Latino is synonymous with Hispanic, including Spaniards. Ethnically, Latino for the US is Hispanic.
If there were such a thing as a Latino ethnicity, all Latin American countries
