Unfortunately, Japan being as it is will most likely copy the European model of big welfare spending to help foreigners integrate, and not the American model of integration through work, which will certainly bring about the same results we see in Europe.
Fortunately however, Japan being so far away from the middle east will likely attract immigrants from more similar cultures, so their model will be somehow more successful, but still nowhere near what it could be.
Japan is a very industrialized country with huge capital and well functioning institutions. All it needs is to make it easier for foreigners to come in, and let them be free to pursue their dreams. Then magic will happen.
