The education subsidies are mostly likely for language/international/vocational schools.
The reason they're educating the guest workers is because they realize thirdies need re-education to actually function in Japan, if they don't do this the guest workers will only cause trouble because they're poorly educated thirdies from the countryside

生活費や研究費など年間最大290万円を支援する制度で、最大3年間(4年制の場合は4年間)支給されるため、「約1000万円」として広がっています。

ただ、この制度で支給されるのは留学生だけではなく、日本人の学生も対象です。

2024年度の実績では対象となった1万564人のうち、およそ6割にあたる6439人が日本の学生でした。
そして、およそ4割にあたる4125人が留学生、そのうち3151人と最多だったのが中国籍の留学生でした。

Ironically, opening up its doors to immigration is the only way for Japan to stay competitive against China. It's also the key to bringing up much needed change in the country.
Unfortunately, Japan being as it is will most likely copy the European model of big welfare spending to help foreigners integrate, and not the American model of integration through work, which will certainly bring about the same results we see in Europe.
Fortunately however, Japan being so far away from the middle east will likely attract immigrants from more similar cultures, so their model will be somehow more successful, but still nowhere near what it could be.
Japan is a very industrialized country with huge capital and well functioning institutions. All it needs is to make it easier for foreigners to come in, and let them be free to pursue their dreams. Then magic will happen.
