I don't know if I would call it an empire, it showed no intention of integrating its colonies and dominions as constituent parts of its political elite like the Romans did, not even on their home turf: during the Mercenary War only two Lybian cities stayed faithful to Carthage, which goes to show that they really saw them only as tributaries and treated them as such

Not even that, the literal cemeteries for the child sacrifices have been found in Carthage, cemeteries which have funeral inscriptions thanking the babies for giving their lives for the rain to end the drought or whatever
