Pius X reigned during the height of European Imperialism before WWI when the question of control over Jerusalem and the Ottoman Empire was still up for grabs, France had in fact proclaimed itself the protector of Catholics in Ottoman territory etc. so this position of Pius X makes sense in that context.
I'm sure the later Italian Popes especially post-WW2 were much bigger pussies in that regard
