Can you tell apart different accents in languages you don't speak?

For example, I can tell apart Brazilian Portuguese vs Portugal Portuguese even though I don't speak that language.

pt and pt-br are practically two different languages. I understand some spanish dialects better than portugal's portuguese.

Yeah, I can usually tell Spain Spanish (it’s called Castellaño IIRC) vs Rioplatense Spanish

Don’t cariocas sound different than the rest of the country? I made very little progress in Portuguese but Portugal Portuguese sounded very deep (almost like some Slavic language). I imagine Brazilian Portuguese has more Tupi Guarani words and is less formal

From what I’ve read and heard, most Francophones (aside from Québécois) speak the standard metropolitan accent. I don’t think Walloons and Swiss sound any different than frogs

Carioca accent is pretty obnoxious, but perfectly intelligible to other regions. The same goes for all regional accents in Brazil, they're instantly recognizable to other brazilians, and for the most part, perfectly intelligible.

PT-PT and PT-BR are very similar in written form, but spoken is a different matter. If it's a news anchor speaking PT-PT, I can understand most of it, but if it's a normal random portuga, I struggle to understand wtf they're saying most of the time, especially if they're from the countryside. It sounds like Russian to me.

Spanish from Bogotá is probably the most intelligible to me.
Galician/Galego is also very easy to understand, though it's considered its own language.

I can tell new vs old world Portugese Spanish and french apart. They're pretty distinct sounding from each other
