It makes perfect sense.
If a an army is using military force indiscriminately , i.e. they don't care whether they kill combatants or non-combatants, they just want to kill people in a certain area , then you'd expect that the risk of being killed as a civilian is similar to your risk of being killed as a soldier. so the relative risk would be close to one.

On the other hand if an army is using military force discriminately, and are specifically trying to kill combatants while not killing non-combatants, then you'd expect that your risk of being killed as a combatant would be much higher than your risk of being killed as a non-combatant.
So the relative risk would be a very high positive number , like is the case in gaza for the war against hamas from october 7th 2023 until now.

Nanjing shows this. the risk of being killed as a combatant in nanjing was not much higher than the risk of being killed as a non-combatant in nanjing because the japanese army was quite indiscriminate in its use of force and continued killing a lot of non-combatants even after the chinese fighters left the area.
