Buddy we live in a global credit and debt based system, there will never be a real collapse until the entire global economy would collapse all at once. Someone will just keep kicking the can down the road, that's the entire point of this system.
Seems like in the modern Keynesian, socialist state era it's more common for places to gradually decline, than to ever "collapse." It isn't spectacular it just happens.
