It compares products to others of the SAME category. Meat gets compared to other meat products and candy to other candies of the same type. It also doesn't take ingredients into consideration, sugar makes the score worse so a lot of companies use artificial sweetener instead which is just as bad or even worse. The score itself doesn't really say a lot but instead just gives a veeeery rough guideline about what to avoid for those clueless about foods.

(1) The nutriscore-declaration isn't mandatory, it's volontary.
(2) There's no authority that checks the correctness of the score.
Why is that so? Because the food lobby demanded it that way. If there's a shortcoming of the EU, then it's that they don't enforce the nutri score for every product and sue the companies for hundreds of millions that make incorrect declarations.

Ironically more or less yeah. It's pretty insane how little people here know about food in general considering how often we shit on americans for their diets. I used to be really fat myself before I got into all this years ago so I got first hand experience. Honestly most peoples eating habits aren't far from straight up eating plastic if you really break it down and the pathetic attempt at helping them (nutri-score) backfired so much it just made people even more clueless.
