They didn't say that. They didn't even set out to create an empire. All they wanted was to get stuff from far away lands to sell at markup in Europe. Notice that the English didn't bother with conquering land in Europe for themselves. Compare with Spain, France and Germany. The British Empire rose by bureacratic accident. Once they established trade ports in far away lands, they need management. Management need clerks and laborers. These bring families. Then you need laws and courts etc etc.
