>With the Federalist Party nearly extinct, President Monroe was reelected in 1820 unopposed. One rogue elector in Massachusetts cast his vote for John Quincy Adams; popular myth holds that he did so so that only George Washington would have the honor of being elected unanimously but in reality it seems he was simply a spiteful Federalist. Missouri and Maine participated in their first presidential elections.

>Popular resentment over the BOTUS led some states to try and tax its branches. In 1819 the Supreme Court ruled in McCullough v. Maryland that the Bank was a Federal institution and as such not taxable by the states. And in 1820 the Missouri Compromise was passed whereby Maine was to be admitted as a free state and Missouri as a slave state, and that no further slave states were to be admitted north of the 36th parallel, or Missouri's southern border.

>The newly admitted Show Me State also tried to include a passage in its state constitution forbidding the entry of free blacks in their borders. Some Northerners argued that this was unconstitutional. As part of the conditions for its statehood, Missouri was required to delete the offending passage from their constitution.

>Battles over infrastructure projects continued. Many strongly opposed direct Federal involvement in infrastructure. President Monroe took a middle-of-the-road position; he favored Federal infrastructure spending but believed the Constitution didn't allow him to do it. He called for a constitutional amendment granting this power but Congress resisted the idea. The president responded by writing a lengthy position paper on his views regarding infrastructure spending. Some believed the Constitution allowed it at least in the service of necessary government functions such as national defense or the postal service, a few hardline states rights supporters rejected any kind of Federal infrastructure spending.

>The Federalist Party was essentially extinct except for some local offices in the Northeast and did not run a presidential candidate in 1820. However, American politics began dividing along factional and regional lines during the early 1820s as the First Party System gave way to the Second Party System.

>Though the downturn was driven by global market adjustments in the aftermath of the Napoleonic Wars, its severity was compounded by excessive speculation in public lands, fueled by the unrestrained issue of paper money from banks and business concerns.

>The Second Bank of the United States (SBUS), itself deeply enmeshed in these inflationary practices, sought to compensate for its laxness in regulating the state bank credit market by initiating a sharp curtailment in loans by its western branches, beginning in 1818. Failing to provide gold specie from their reserves when presented with their own banknotes for redemption by the SBUS, the state-chartered banks began foreclosing on the heavily mortgaged farms and business properties they had financed. The ensuing financial panic, in conjunction with the recovery beginning in 1817 of European agricultural output from the the war, led to widespread bankruptcies and mass unemployment. The financial disaster and recession provoked popular resentment against banking and business enterprise, along with a general belief that federal government economic policy was fundamentally flawed. Americans, many for the first time, became politically engaged so as to defend their local economic interests.[1][2]
