Literally every 7th fleet ship looks like this. Some of the hulls will straight up look orange. This is what happens when you use non-lead based paint and spend several months at sea.

The USN is so far ahead of everyone that they really don't know where they're going. Look at the pre-Dreadnought era of ship designs where you get all sorts of weird ships. It's easy* to build a ship according to established designs.

Explain how this shit costs $9B, not counting staffing and maintenance. And they wanted to build 32 of these (nearly $300B) before cancelling the project.

Seems like a huge scam, and somebody's pocketing the money.

The US navy doesn't have the slightest idea what it needs or wants and is plagued ad hoc requirements, and by starting projects before they are even finished with planning. See latest constellation class- they chose an existing European design to cut cost, and changed 80% of the ship during construction because navy command keeps making up new requirements as they go. Meanwhile the navy has to keep building Arleigh Burke class ships to ensure its navy actually has ships.

The thing is there was a law that kept 2 of the updated iowa class in reserve status for shore bombardment duty, and the zumwalts were supposed to replace them. That got the last 2 iowas stricken and we didn't even end up with a decent shore bombardment capability from the zumwalts.
