How can this be explained? Usually the further north you go the richer it gets. But if its the opposite for some reason it makes no sense that middle is the poor country

Latvia is doing slightly worse than the other two but let's not exaggerate, this difference isn't that big to call them poor and their neighbors rich.
In real life you'd have a hard time spotting any tangible difference between all of these three.

And the main factor why Latvia is lagging behind the rest is their focus on heavy industry in the Soviet era which got hit the most in the 1990s, that caused most of the social and economic problems they have to this day. Latvia is just like all these post-industrial regions of Europe like Ruhr, Charleroi, Birmingham, except it's a country.

that's more because it's a big city with really lots of old architecture that is expensive to maintain, not because Latvia is doing particularly bad
small towns in Latvia already look as good as in Estonia or Lithuania, because it's cheaper to keep a small wooden hut in a good shape than to renovate a 4-floor art noveau дoхoдный дoм (does it even have an english equivalent?) full of stucco ornaments, with marble floors and ceramic tiles on the walls

also, Russians in the Baltics fill all the strata of the society, they're junkies as well as university professors, it's not like their presence is something always negative in terms of economic performance (political stability is another thing but that's only in the long run and only possibly)
