Germans back then were universally hated in Europe. From Norway to Greece. Like a rabid dog they were biting everyone in their reach. Hell, they even caused famines in Netherlands and Greece and their crime-list doesn't end there. If you ever wondered why America is so superior to Europe when it comes to ecomomy you should read how much this continent was fucked by Germans (also Soviets, but they never reached western Europe nor Jugoslavia)
BTW when you check out who inflicted the biggest losses to Italy in WWII it turns out it was their 'ally'
