He probably meant that his grandfather was "indo", not indonesian which were members of the dutch ruling class that interbred with indonesians. Typically only between 1/8 and and 1/4 indonesian blood up to 1/2.
Dutch people tend to not really differentiate well between indo and real 100% indonesians because most of the immigration we got from indonesia were indos who repatriated after WWII, so that's what "indonesians" look like in the public consciousness, we barely get any fresh of the boat indonesians to compare them to.
In other words, this person was not 1/4 indonesian by blood like it sounds like when he says he has an indonesian grandparent, but likely considerably less (<1/8)
