If men aren't allowed in women's only carriages, then men should have men's only carriages too. It's unfair for women to have access to all train carriages while men are banned from women's-only carriages.

So why don't you get rid of the regular carriages and make them men-only carriages? That way, 50% of the carriages would be women-only, and 50% of the carriages would be men-only. If the women-only carriages get full first, and a woman goes onto the regular carriages, she's taking the place of a male passenger who can't go on the women-only carriages at all.
