During the Tang dynasty tea was much more scarce of a resource, so they would grind it into powder like matcha, put it in thin paper or silk bags and boil it to make tea. The Japanese borrowed the idea of grinding tea into powder, but they used different kind of tea (fresh green tea as opposed to puerh-like tea that was used in Tang) and a different method of preparation (whisking it in a cup instead of boiling)
