We know it's bad, but the system is deeply ingrained and designed to reward it. You can't subjectively assess the sheer number of potential candidates for any job or higher education later down in life.
I mean, who'd care if you understand something when merit is based entirely on your grade (and your caste, but let's ignore that). That leaves little incentive to actually care about learning.
