That's actually largely a medieval thing.

Ancient dragons were actually snakes(hence the name, big snake). I think the first time we got of dragons as a lizard-like creature comes from Beowulf.

Not even messing with chinese dragons which are entirely different being and truth being told shouldn't even be called dragons
