The Azeris? Armenia is (was at this point probably) a russian protecterate. Turkey has leverage in the area. That's the closest thing to western military pressence there is in the caucasus. It's Russia, Turkey and in a smaller degree Iran that calls the shots there

A ceasefire should be negotiated where 40% of Ukraine is given to them. And then both Russia and Ukraine should be candidates for EU membership.
