Most of chinese soft power was produced in Hong Kong and Taiwan in the second half of the 20th century. But as Hong Kong was suppressed and taiwanese identity took off, China's soft power was greatly weakened. Until recently, chinese soft power was literally sustained by the local genre of yaoi, but now even that has begun to be banned.

China's culture sucks at exporting because it's boring, outdated, and way too controlled. Unlike the West, which thrives on edgy, flashy, and easy to digest entertainment, Chinese stuff is stiff and heavy on propaganda. Nobody wants to watch slow, awkward dramas or listen to state approved pop. Plus, their language sounds like absolute shit. Even their traditional culture feels dusty and disconnected from modern tastes, so it doesn't click with young people worldwide. So yeah, it's not like they can't export culture, it's just that their culture isn't good enough or fun enough for the world to bother.

In the past, Hong Kong films starring Bruce Lee and Jackie Chan were popular in Japan, but at the time Hong Kong was a British colony so advertising methods were probably well established.
China today seems to have no interest in marketing itself overseas.

I don't think you people understand how hard Japan and Korea worked to import their culture everywhere around the world. China never tried to do what Japan and Korea did. And so China, like the entire rest of the world, exports essentially nothing (besides gacha games, which isn't to spit at).
And the only cultures that are exported today are American, Japanese and recently Korean cultures.
