USSR was a nationalistic Slavic ethno-state paradize. Moscow was 99% Slavic, Jews had problems with entering the universiry and had to change their names into Slavic ones and larp as Slavs and Soviets expelled lots of non-Slavs to Siberia and replaced them with Slavic population: Crimea, kaliningrad, Kazakhstan became Russian majority, Latvia, Estonia, Chechnya were close to becoming Slavic majority, then capitalists came and screwed everything up.

Kyrgyzstan was actually one of these places no one wanted to live in.
I remember reading a story of some dissident who got fired from his prestigious job in Moscow for his political views and offered a position in Kyrgyzstan or Tajikistan - he preferred to go to prison instead.
