Why didn't Argentina or Chile ever go into an agreement with the US to do anything like that?

that would still not make it lusosphere, it would be impossible for you to tell the difference between someone from uruguay and someone from buenos aires, but telling who is uruguayan and who is from rgs is pretty easy, despite rgs being their most rioplatense state
also none of the states in southern brazil are majority italian, unlike uruguay/buenos aires
