Because he was trying to avoid the obvious ties to the contemporary Nafri and African migration to France. He literally picked India because it was so far off and had no business being in Europe.

would never happen, a first world country would use it's vast money and resources to block any attempt by a thirdie to enter to preserve high trust society with coherent identity which is the reason for firstiedom. even the suggestion of a scheme to smuggle in 40k would be cause for war

A while ago I wanted to buy this book and read it, but here it looks like this.
There's a second version from a different publisher that looks better, but it has a quote of some dumb boomer journalist on the front cover as advertisement and it annoys me too much to tolerate it.
