How much of WW1 breaking out was actually Germany's fault?

The breaking out had nothing to do with Germany but Austria did declare war on Serbia, then Russia on Austria then Germany on Russia, Germany thought they could win fast because of the strength of their military, even when they were proven wrong they continued to send men to the front, they were just blinded by militarism
