One thing I always wondered is, when there is a foreign character talking in a foreign language, do they dub that line in a language that would be foreign in the country the original lines come from? Like if they have a guy say something in Russian in the original do they dub that line in Spanish (or whatever) when the movie comes out in Russia?

If you don't produce media in your own language then dubbing is the only way to retain some sort of dignity for your "language" otherwise you're just going to gradually give way to English.

Dubs are for third-world countries like Mexico, Russia, and Serbia.

We've been using subtitles here since the start of movies and tv.
Our own media stands for perhaps 1% of shit people watch.
We still speak Swedish.

Not him but media is not gonna do that.
Everyone already speaks English here from like age 10 and up. But it still doesn't replace Swedish and it won't in any foreseeable future.

In spanish dubs every time somebody speaks in spanish in the film, we translate it back to the films language to keep the character speaking foreigner.
So all mexican narcos speak english.

We mostly do voiceover because it's cheaper than full-fledged dub; only one voice-actor to hire instead of few. Plus, a lector (voiceover man) doesn't even have to go out of their way to get into character for all text is read in a dull, monotonous voice over the original voices. Think it's most often used in TV shows rather than films.
But we do still make dubs. Sometimes flicks have got 2 Polish versions: dubbed and with voiceover e.g.The Mask.
