hispanic isn't considered a race.

There are two questions:
1. Are you Hispanic or Latino?
2. What is your race?
Spaniards can answer Hispanic and white

Wrong.

They'd be hispanic since they're Peruvian, but there race would be Asian. Notice that it says "race or ethnicity", because Hispanic still isn't considered a race its considered an ethnicity.
