Uzbekistan is a smaller country than Kazakhstan, so naturally it will be poorer. And even despite this, Uzbekistan's economy is still growing at a faster pace than Kazakhstan. Also, Kazakhs look down on the Krygyz too, despite them being of the same "race". How do you explain that?

Those votes were all held after the August coup attempt, which crippled the Soviet government and derailed the New Union Treaty. It's not surprising that people changed their minds.
