I don't think it's for cancer screening, not at this age. There's some condition where the balls are not in the nutsack but stay in the stomach and then die off but can be salvaged surgically and brought down. Probably some other conditions as well. So I guess people said we include a genital check in the examination protocol. People and parents ought to do a lot, but depending on the country officials don't trust them, only persons of authorities.
