What are the chances that this is not intentional? Think about it, Germany will always be a threat to USA because it can at any time rise back into a significant superpower. I've read a few things that income inequality for the middle class is the biggest contributor of fertility decline.

Impoverished people always have heaps of kids because they're bad parents, rich people always have as many kids as they want because they can pay for nannies etc (and can now pay for surrogates too). But middle class people are variable. Middle class people used to have sustainable fertility, but as the middle class has gotten poorer relative to the total wealth in society (so, as rich have gotten richer) they've moved into this Low-Middle class sort of bracket where they still try to be good parents (unlike the impoverished) but can't afford to do it.
