debt in terms of nation finance just means tax shortfall, they borrow money by selling bonds
you can always buy japanese government bond , japan actually buys a lot of american government bond (it's how they can spend into the negative), japan is the largest holder of us bonds

sorry, this isn't "capitalism" this is just government spending more than it can collect through taxes, sorry but even without capitalism, government does wierd things
in the olden days of roman empire they just lower the silver content in the dinarius, it's not a capitalism thing, sorry
