I would exponentially increase gentrification so most Mexicans stay in lower class forever while a new mexican breed becomes middle class.
Boost Asian, Anglo and European investment.
All government buildings will have to install certain sensors to have a real time source network, and make deals with franchises to install them as well.
Promote open source data and projects, make a longterm plan to substitute proprietary software from government offices.
