All Israelis are complicit in genocide. Unlike in Nazi Germany, Israelis are fully aware of what's going on and they happily support it while chanting "death to Arabs", as is the nature of a settler-colonial ethnostate. So there are no Israeli "civilians" only hostile occupiers who should all be considered combatants. Mandatory conscription in Israel only makes this more obvious.
