it's easier to introduce new technological solutions in 3rdie countries for objective reasons - they have low legal and economic standards so you can implement even not fully developed technologies and treat their whole society like beta-testers, there are no safety measures either so even if the new technology fails and something gets destroyed/someone dies, people and govt won't care much about it
also because 3rdies didn't have any technologies before, it's easy for them to get used to new technologies, they don't have any habits yet

It's not just that. Browns are too fond of shiny things and trendy things. They see something very popular and immediately start using it. The same thing with new technologies. Digitalization is actually bad. In a digitalized system, you'll just get an electronic summons to the army through your personal account as a citizen and you'll go catch FPV drones with your face. This is literally only a problem in Russia, 90% of thirdie countries have no conscription and actually people there fight to get enrolled to the army because the army is the most stable employer and pays the best money.
