There is no doubt from Genesis 18 that there was God among those angels, in a physical form that was so tangible and real that you could touch and wash it and feel a human, and that it was capable of eating. Thus we see in the Old Testament that God was perfectly capable of incarnating as he did in the form of Jesus.
Why is it not a repetition? In Genesis 18:20-21 God says that he will go down now and see personally whether they have transgressed against him. in :22-26 the angels turned away from Abraham but Abraham still stood before the lord. :33 clarifies that it is IHVH personally in human form going to Sodom. The grammar of Genesis 19:24 makes it clear that there are two IHVHs, one on earth performing human activities and one in heaven from which the fire and brimstone came forth. In parallel in Amos 4:11 we read that ""I (God) overthrew some of you, as God overthrew Sodom and Gomorrah [...]" says the Lord" and in Isaiah 13:17-19 we read that "I (God) will stir up the Medes against them [...], the beauty of Chaldeans' pride, will be as when God overthrew Sodom and Gomorrah. This is perfectly in line with trinitarian theology and contrary to unitarian one. Here we see God the Word talking to Israel personally while it is the Father in Heaven casting judgement. It contradicts unitarian theology, because a hypothetical unitarian IHVH would have no need to consistently refer to the act of the IHVH in heaven as another person each time
