Why didn't Russia annex all of Scandinavians during 1800-1900's?

Russia was never interested in Scandinavia.
Russian rivers Dnieper, Don and Volga all flow South, and back then river basins were much more important

Poles and Czechs are the only Slavs with rivers streaming North (Wisla and Elbe). Russia was always focused on Black Sea, Caucasus, Ottomans etc

The East was an unexplored frontier full of natural resources, murdering a couple dozen Inuits meant infinite furs and coal and iron, and the "Persian shitholes" were still important trade routes to India and China with decent agriculture begging to be taken by another empire. Do you really think it was worth the trouble to fight with Sweden (big enough of an army to be trouble for the Germans and Austrians) for what, some fucking fish and lumber, when Finland was a good enough border and when they already had access to the Baltic sea?
