I've heard that Northern France is kind of like the Rust Belt in the United States in the sense that it suffers from deindustrialization, high unemployment, and a disaffected population.

Not true, I hate seeing this myth repeated everywhere. Bavarians voted for Zentrum because it was a catholic interests party, simple as that. NSDAP integrated Zentrum power structures eventually and Himmler even stated that Catholics are better suited for the SS precisely because they aren't as free spirited as proddies are or whatever.
Nazi German elites were practically always from the South, Hitler himself as well. The German language is based on Hochdeutsch - High German aka mountain German, not lowlands Northern German dialects which sound almost identical to Dutch. The South has practically everything that makes Germany good.
