Bombing civilians was wrong but as an act of convincing the imperial government it did work, they just needed to be pushed a little, before the first bombing they were preparing the civilians for hand to hand combat with bamboo spears, the stopped that and considered surrender then the second bomb gave them impetus, and the radio recording to end the war came soon after, trust me the bombs did convince the emperor, even so the recoding were almost seized by some army officers eventually their command found out and he committed suicide, it was quite close
