I see their point. Maintaining shit is expensive and takes time. its on a total different level but you could try and find how much money the public entity in charge of your roads spends on maintaining roads compared to how much they spend on making new or even upgrading the current ones.
Also why would they take care of a well if they were doing fine before?

Handing out "free infrastructure and wells" is gifting them high maintenance costs and upkeep time investment while they all earn pennies to a few dollars a day. For decent water infrastructure you need to buy MULTIPLE spare parts, ship them in and have a maintence team that is salaried and in hand, for larger areas you'll need a technician or engineering team. Dumping free shit on them without actually building up to it is like giving a 12 year old kid an RTX 5090.

According to the stupid reddit screenshot they were literally given materials and just told to put it in there and stopped after a few weeks. That's not a cost issue. It's a "not my problem" problem for the people whose problem it is.
