The tudor dynasty (welsh) annexed wales into england thought the laws of wales acts in the 16th century, thus giving equal rights to welshman in an effort preventing further unrest/rebellion that had consistently occurred in wales.
so it was united with england by the time the flag was created

probably wouldn't use the dragon, the union flag is the combined flag of the partron saints flags (which are also their national flags)
to include wales, and their flag of st david (gold cross on black background), the new flag would likely look like pic related if they were to be included
